Rain shelter for balloons

There are two theories on how those balloons got stuck in the tree:

1)They tried hard to fly, but they did not manage because not enough resistant.

2)They were waiting for the rain to stop before taking on their flight over the clouds towards the rainbow.

I prefer believing in the second one...
