Could it be a HouseBoat?

Always see this boat/house on my drive home so today decided it would make the perfect blip. Not really sure what it is suppose to be, but it's definately being used by the locals whether just for a late afternoon hangout or getting it ready to go out onto the waters. Mmmmmm, think it will be safer on it's stilts than on the water!
