What's this mean?

Everyone is complaining about all the roadworks in town, and when driving last week I realised just how bad it is. I never notice when I am on the bus, but I noticed this from the bus today. What can it mean? I heard a theory that the financial year is coming to an end, so lots of companies are using up their maintenance budgets at the moment.

Had a look on the way home from class tonight, but I am still none the wiser as to what a wowser is. Another mystery
