Department of stupid self-importance

I have always found it puzzling that there are people driving cars who are so thick that the size, shape, noise and lights of an emergency vehicle behind them actually needs mirror writing on the front to help them recognise it in their mirror.

Surely they are so thick that they cannot read anyway? And probably never use the mirror.

But this???
The implication is that one should leap out of the way of this van which is on an important mission - to heal a sick bus!

What kind of idiot is given the authority and budget to have 'INCIDENT RESPONSE' painted in mirror writing on bus mechanics' vans - at a height that one couldn't see it in one's mirror?
