Dont Jump

Just spotted this out of the corner of my eye on a walk through Spitalfields (London), slightly macabre but darkly funny as well. Cant help but wonder if the placing on the "other side" of the CCTV was deliberate or not. I wonder what the perpetrator was trying to say?
