Oh, just stop already

Was asked today to take a photograph which could be used on the cover for an important sounding report. This is one that I didn't offer. As it doesn't really make any sense, unless the report was about the dangers of pelican crossings next to allotments.

It has quite a long title, but I'm pretty sure it has nothing to do with allotments. Or pelican crossings.
