Positive or Negative?

I had two blips in mind today, I went with this positive one. I walk over a bridge past a large pond on my way home from work. Today it rained so much it caused a bit of a waterfall.

Unfortunately this happens a bit too much where I live. I liked the colours but why anyone feels it's OK to do this at a recycling centre, I don't know. (NB the banks weren't full).
