Who is on the outside?

I went down to take a photo of this sign on the road to the shore where I have a walk most weekends, and I saw this sheep looking back at me, which made me wonder who is actually being locked out? (She had managed to squeeze through a hole in the fence and jumped back through again as soon as I had passed - sort of like a metaphor for life!
