Path to nowhere

It began a few years ago with an expensive looking fence around an "ancient monument", except that it only went round 3 sides, leaving the fourth unfenced. The side facing a museum has a gate. Over the years a path has been trodden between the two, in a more or less straight line. Now a beautiful new path has been laid. It doesn't follow the old path but goes round in a curve, making it twice as far. Finally it ends, not at the gate on the left but at a blank fence!
