How can people be so horrid?

Sometimes.... only occasionally.... I am really really upset by another human being. Today was one of those times.
This stupid, ignorant, thoughtless man has decided to cut all the trees down around the pond because sometimes they stop the sun from shining on his flat! No thought for anyone else living nearby, or the wildlife that take shelter in those trees, no consultation, no permission. It's not even his land - it belongs to the development company that did up the mill where he rents a flat. What made it even more galling was that at the time of talking to him the building was bathed in sunlight!
The council don't want to know as the trees are self-seeded and don't have any preservation orders on them. It makes me want to scream and shout and cry...... which is what I am doing!
