What are we?

A chap at work came over to me with these tools, which were found an old workshop and wandered if I had any idea what they are for.

They are not taps for thread cutting. We tried drilling with them and they seem to cut nicely through wood leaving a fairly flat bottom in the hole. The chap has tried them as router bits but did not work as well.

Any ideas, Blippers?
