THE BEAR STOOD AROUND WITH HIS FOOT ON THE GROUND

Well ya, It's not a bear, but he does have his foot on the ground, or hand rail.  Hard to choose today, but this guy got me.  When I tried to walk out the dock for a closer look, he objected, in that hoarse way of his, and departed.
