The leaf blower

I don't understand why the council send out the leaf blowing men on the windiest day of the year...?   
But then many inexplicable things are happening at the moment; ghastly world problems, the ongoing and unnecessary(in my view) Blip dramas and now melodramas closer to home.   An unsettling start to 2015.
