On the edge

This far north, there's little apart from ocean between here and the Arctic - and it's not just natural habitats that are fragile, but also human communities. It's a familiar story in a way: with few good jobs many of the young people move away; schools close because there are too few children; the area becomes less attractive for young families - a vicious spiral of decline that's difficult to turn round.

No easy answers.
