Bird of Prey

This bird was not keen on hanging about when we drove past.  Anyone know what it is?

He and something stuck to his claws, we thought it might be grass, hopefully he shook it off.

You can see loads of these types of birds nowadays, usually sitting on the fence posts watching us.
