The sign on the left used to be in Whitehall. The sign on the right has replaced that sign. Was someone offended by the original sign or did they not want the railings removed the next time a bicycle was chained to them?
Perhaps the author of the original sign had been taught English by a victim of the British system which seems to say "anything goes". Perhaps the author of the replacement sign was an immigrant who was taught English as a second language.
