Hungry thief

I was waiting for the neighbourhood tienda to open; I noticed him come by to check the contents of packages which had been delivered.  He tore one open and extracted a handful of fresh tortillas; I discovered him a little later having his breakfast with the tortillas and partial bottles of water, Coke and hot sauce.

I think he qualifies for DerelictThursday except it may not be the kindest description to give him.
