Charles II or Oliver Cromwell?

During our photographic experience in Edinburgh we also learnt much of the history of Edinburgh. The task was to take a silhouette photograph of this statue. It was seemingly commissioned as a representation of Oliver Cromwell but was not completed before Charles II came to the throne. As a result it looks like neither!
