May flowers

"Ne'er cast a clout till May is out"
Never discard warm clothing until May is out.
Does this mean don't put away warm clothes until the month of May has finished? Or should it be when the May blossom is out? Today it was warm enough to go without a jacket and the Hawthorn or May blossom was starting to flower in the hedges.
