Common Murre

This poor bird did not appear to be well or happy. He just stood still and carefully watched me as I walked by. I have never seen one of these in all the time I have been walking the beach. I hope he is OK. My best guess on an ID is that he is a Common Murre. Any help on ID is appreciated.
