A ghostly sign

I do so enjoy a good ghost sign. They are, of course, usually to be found adorning old buildings, advertising things now long gone. This one, however, is to be found mouldering away on the banks of the river Ythan. There are two messages on the sign one lying one atop the other. The original one stated COURSE CLOSED COMPETITION while the top layer reads STRICTLY NO BAIT DIGGING THIS AREA.

It would seem that the sign originally belonged to the nearby golf course, but was "borrowed" by the local angling club. The anglers don't like bait digging by sea-anglers as they leave behind large holes in the river bed into which the river anglers can fall into whilst wading out in pursuit of salmon. This could be fatal!
