Concrete value

Noticed this near Blackheath High School. Not sure if the trolley was being used as an wheelbarrow or if the concrete was testing how much weight a trolley could bear....

It is at least a mile (as the crow flies) from the nearest Sainsbury's, which makes it rather a long way for someone to have perhaps used the trolley to bring their groceries home, and why choose a trolley with the infant seat attachment?
