Fern or seaweed

Found this little plant on a tiny rock at the seaside. It appears to be firmly stuck to the rock and is a lovely colour. The rock is around 2 inches long which gives an idea of just how small the 'fern' / seaweed is.
Open to any assistance as to what this is....
