Colourful "palmtree"

While visiting a friend this morning, I came across this "palm tree"...... decorating a slightly sloping pathway at the entrance to her urbanisation.......
the tree is made by using different coloured stones, rather like a mosaic....
made by a creative gardener- landscaper?!?
