"a citizen of the Soviet Union"

Moscow's monument to Yuri Gagarin the first man in space on April 12, 1961.  The monument, commissioned in 1980, is built from titanium the metal used in the early spacecraft.

Simple inscription at the base reads:  "First man who entered into space -  a citizen of the Soviet Union, Yuri Aleksevich Gagarin".  Point taken.
