I only learned quite recently that this is an art installation and not just a random sign. It marks a spot on the Leeds Liverpool Canal known as Botany Bay, where, in 1808, the first shipment of Australian wool arrived to be used in Yorkshire (it's right next to Armley Mill). Mostly, you can only see traffic cones and the odd bicycle, but I'm sure the icebreaker is there somewhere.
