Window equipment?

Wandering the back streets of Tonbridge after a day in the CAB. Spotted these  contraptions hanging off the old windows. The bulding is turn of the 20th century. What would the lifting shelves have been for. Surely not for window boxes because  this is the back of a bulding that has its frontage on the High St. Something more useful I am thinking but what?
