A grebe?

Hoorah woke up to sunshine and it stayed all day!  Had my hair cut and then went for a walk over the garrison.  Saw this grebe(?) and managed to get a blip from a distance when it wasn't diving.  Had to put extra on of this friendly cat, not sure what breed he was but stocky build.  Also one showing the sunshine!
