The wind has been steadily increasing and bringing yet more rain.  The seas haven't yet built up large waves but the ones that there are, get instantly whipped over the harbour wall at West Wemyss, Fife.
The white area is therefore not a ghostly seagull, but spray from a wave that has broken against the harbour wall.
