Garden lights?

Walking along the canal this afternoon, spotted that somebody had been working on creating a lovely garden and artistic landing stage. The photo of the landing stage didn't turn out, but this structure which I presume is lights is impressive. Found it difficult to get a good photo, but never mind, I have a record. I must walk by when it's dark to see if they are actually lights or a decorative feature.
