What to believe .....,,,

I was not sure if I should blip this photo ..... As the lady raised lots of emotions and discussions on the drive on the way home ....
If we are to believe the sign it is truly a very very sad thing and shows how cruel a country without benefits can be .
On the other hand is it just a big fat lie to tug at your heart strings so that you will give out some cash .......,
