I've never seen this before but in 2004 an academic conference paper was published in America entitled Woodpeckers and Utility Pole Damage . It addressed the problem of woodpecker damage causing millions of dollars worth of maintenance to utility poles in the US each year. It listed the causes: foraging, drumming, roosting, nesting,  the hazards that result: insect or fungus attacks at the pecking sites, the weakening of the poles, the dangers to linesmen, and it reviewed the attempts to control  woodpecker activity: various sorts of barrier material such as wire mesh (they peck right through), noxious repellents (they have a poor sense of smell), destroying the birds (woodpeckers are a protected species) and so on. Nothing seemed to work! These decoys are now being used by some utility companies but why just the one, here in the outskirts of the small town of Cardigan? 

Searching online I found only one similar sighting in Cumbria where the report of a rare Scandinavian black woodpecker on a telegraph pole created a brief flurry of excitement among twitchers.
