Brussels garbage

I always wonder about the Brussels way of dealing with garbage. Or is it the Belgian way? When the shops close, apparently the shopkeepers just pile their garbage in bags on the sidewalk/kerb outside the shops. Later, the same evening or the next morning the garbage vans pick them up on their rounds. Meanwhile the pedestrians can "enjoy" these piles and practice e.g. slalom around them.
