Minimum inside leg initially seemed a good way of labelling bikes, but perhaps the minimum force able to be applied by the thumb or index finger to shift the gears would be a useful additional classification. Hopefully it's just that the shifter is a little stiff or the hands not yet used to such actions as it'll take some of the fun out of cycling to have to stop and change gear for him every couple of hundred yards. He can at least stop, start, balance and turn without any difficulty, though the seat is at the very lowest possible position and there's no meaningful handlebar-adjustment-room without a different stem.
