Art or Engineering

This 'graphic' has been in place for years under the bridge over the Union Canal near Drumshoreland, just outside of Broxburn.

Every time I see it, I wonder whether it's a bit of canal artwork or perhaps an illustration of some waterways engineering.

If any of my fellow 'blippers' can shed any light, I'd appreciate it.
