Sky is blue

Bombs and deaths again in Istanbul. Not far from my home. The war is going on. Some doesn't want to call as a war because war means fight between equals. The terrorist attacks going on let's say. How should we call the violence produced by organized states instead of illegal organizations? How the we call the killings in name of the safety of states?
I don't know. Sky is blue and it doesn't care who kills each other. It is gonna be up there even no men left on earth. Good ,isn't it?
