Today's find

I passed this graffiti (is it graffiti or wall art or are the two the same?) on a random wall on an empty bit of land today.
I have no idea what it's supposed to portray...why are the ears separated from the head, why are the two halves of the head different. I'd like to know more...maybe she's waiting,looking into the future, like many of us in our metro, for the final election results. Fingers crossed - our opposition party may win!
