Walking on water?

It certainly looks, at first sight, as though this fisherman is standing on the river surface. True, the river is quite shallow at the moment, but believe me the town floods from time to time, and even when not in flood the water often comes up almost to the top of the bank opposite. This river, the Severn, rises in the Welsh hills, so clearly there hasn't been massive rainfall there recently.  Fortunately for us here, when the river does exceed the bank level the flood barriers now prevent it from trashing the lower town. The Environment Agency always has enough time to prepare and erect the barriers.
