I happened to be in a marvelous spot to be able to get an unobstructed view of the building. Love it or hate it it's a Portland landmark. I remember reading somewhere that the interior is very dark, as you can see there are not many windows. The building houses the offices of the City of Portland, more information on the building here.

I was really happy to get a different view of the statue Portlandia which I have blipped twice before (here and here) from street level so it was great to see her from above. For such a giant statue she's very often out of sight because she is placed so high up on the building, the summer foliage obscures her even more.
