Portland's homeless population, including the mentally ill, families, and the elderly  has reached a crisis point, which was evident in the park we passed on our way to a photo exhibit. In tents, pressed up against the sides of buildings, sprawled in doorways. Unhoused. All over the city, thousands of new apartment units are under construction. The city government has failed to address the problem,  requiring that at least some percentage of new construction offer low income housing.
