Wellington's New Hat

The statue of the Duke of Wellington, Royal Exchange Square, Glasgow, has been adorned with a new gold coloured traffic cone, in place of the normal orange and white one. Is this in recognition of the number of gold medals won by Scottish athletes at the 2012 Olympic Games or has someone got too much time on their hands?
