A Puzzle

What is it? I don't know, I would welcome suggestions (and no, it is not written on the other side of the label).

It is very heavy duty. It has a V shaped blade along the lower edge which is sharp, but not cutting sharp. The blade also has a slight curve, it is not flat.

Grasping the handle with two hands it feels awkward to apply any real force in any direction, and it certainly doesn't seem to have been used in a chopping action.
