If you put an electric element in the top of a heated towel rail, it will heat the water at the top to a high temperature, and heat the water at the bottom of the towel rail not at all.

Thankfully, we found a plumber who seems to understand basic physics. He moved the element to the proper place at the bottom, where it heats all the water to a nice temperature.
