Citizen's Arrest

Some individuals just refuse to follow basic rules and regulations, and thereby ruining a peaceful coexistence in our village.  In my book, bicycle lanes are for bicycles,  so I had no other option than to make a citizen's arrest and bring them in.  To my shock and surprise, the police asked me to keep them (Eva and Passopp).

Now I'm trying to figure out what this may mean for the peaceful coexistence at home...
