Rynchops niger

For one of the most unique bills in North American avifauna, look no further than Rynchops niger. With a lower mandible that stretches considerably beyond the upper, this bird skims its bill across the surface of still water, snatching up fish as it hits them. Hence its name, the Black Skimmer.

Another distinctive trait: Rynchops niger's call is a high-pitched bark--not unlike a small dog.

I came across this flock of Skimmers loafing at Siesta Beach this evening. Initially mistaking them for terns against the harsh light of the setting sun, I was delighted to discover my error. This was quite the skittish bunch, erupting in flight at every approaching entity. In this case, it was the surfer that had them spooked.
