Tiny Weaver

On a misty day, this spider's web caught my eye. It hangs on the opposite side of a conifer bush from the strong westerly winds in my garden. The spider himself is only 2mm wide by 4mm long (with legs tucked in) and yet his web measures 10cm wide by 12cm long. What an achievement for such a tiny creature.

He looks like a Common Orb-Weaver Spider, but is only half the normal size. Any spider experts out there who could identify him for me?
