Perth Sheriff Court

I'm always confused to the grandeur of Court houses throughout the land. In Perth, the Sheriff Court dominates the town. What is it that we are celebrating? Is it that we manage to catch our criminals and manage to convict them in this wonderful building or is it that we have so many criminals that we need a large building to house them all.
