One images that people living in poverty live a life of connection. This I think is one of the most devastating things about the unemployed young people in Hanover Park. They live in poverty, but also suffer extreme isolation. Held hostage inside as they fear gang violence, they have nothing to do but sleep.
By rolling out free wi-fi in public places the WC government is providing a way to end this isolation, a means of connecting people and maybe also reducing the fear and hopelessness which accompanies isolation.
