It's no wonder this cow looks miserable. The eagle eyed might notice that its front legs are tethered. There were several cows all of which had their front legs tied and so had difficulty in running. We assume that their movements were being restricted as they were grazing on top of dangerous high cliffs but it seems unnecessarily cruel.
