$2 handicap parking?

I was out tonight and saw this handicap parking sign with a $2.00 sticker, I was wonder if it was the penalty for parking in that spot without a permit or the fee to park there.

Today was a really rainy day in the city we had over 70mm of rain. There was quite the downpours this morning.
